Translation:

"Heaven and Earth are not compassionate," means that they fit into the category of things that are awesome.

Commentary:

I think that Zhu Xi means that Heaven and Earth take no account of human feelings whatsoever in the production of storms, earthquakes, plagues, and the like. There is neither love nor animosity involved, just disinterest. Therefore we have no reason for hope if we are strolling along the beach and notice a tsunami approaching land. We need not fear Heaven and Earth as we would fear a mass murderer, but we are inevitably fearful of Heaven and Earth in the same way that we would fear a volcano or any other destructive engine of nature.
