Translation:

The land is highest in the northwest. The place where the land is highest is, however, not under the center of the sky.

Commentary:

It is a little difficult to know what Zhu Xi is talking about here. I believe he understands the center of the sky to be the pole star. If that is true, and if he believes that the highest part of the earth is to the northwest, then it would follow that it could not be under the pole star.
