Juan 1, Passage 19
GB:

When the myriad creatures are being born and are growing, those are instances of Heaven and Earth not having intentions. When things have withered and turned brown, and desire to produce new life, those are instances of Heaven and Earth having intentions.

-- recorded by Fang

In this passage, "having a mind" and "not having a mind" seem to be issues of whether or not there is a pent-up need.
