1. What is a layer?
A layer is a set of data that can be overlayed with other data sets (layers).  You can turn layers on or off, depending on what you want to show.
 
 
2. What is a feature?  What kinds of features are there?
Features are specific items that have coordinates and therefore a shape.  Features are things such as cities, landmarks, rivers.
 
 
3.  What is a surface?  Specifically, what is a raster?
Surfaces are things that have numeric values rather than a particular coordinate.  Surfaces are things such as a large body of water with numeric values in every pixel that might indicate something like depth.  Raster has to do with the kind of data underlying a map or other presentation.  Raster data are pixel data with numbers 'in them.'
