Front view, Kafkaesque chunk of concrete, pigeon box windows that do not open, dead space in front. Of course, the architecture of cold, impersonal bureaucracy is only a facade, intended to remind our citizens of the forms of despotism less fortunate peoples have been forced to endure. After all, this is where ordinary citizens come to exercise rights at City Council meetings and the Mayor's office; and fulfill tax, license, and registration obligations in a friendly, humane, accommodating environment that easily communicates to each a sense that this is government by the people, for the people.
