To fix the problem, please do the following.
1. From here, download the file emtgrfx.ins
and place it in the directory emtex\texinput\graphics.
2. Reinstall the graphics package files: If you don't still have graphics.zip then get a copy from the getit page, and, at the DOS prompt, issue the command
unzip graphics.zip -d \emtex\texinput
3. Restart EMTEXGI. You should be asked if you want to unpack the graphics package -- answer Yes and things should go OK.
